Buying in a River Town: Questions to Ask About Flood Zones and Insurance

The Valley’s river towns are wonderful places to live. Here’s how to evaluate flood risk before you buy.

Life along the Susquehanna has a lot to offer, from historic downtowns to riverfront parks. If you’re shopping in a river community, a few extra questions will help you buy with confidence.

Is the property in a mapped flood zone?

FEMA flood maps show whether a property is in a special flood hazard area. Lenders generally require flood insurance on federally backed mortgages for homes in those zones.

What does flood insurance cost?

Premiums vary widely by property. Ask for a quote early, before you’re under contract, so the cost is part of your budget from the start.

Is there an elevation certificate?

An elevation certificate documents a building’s elevation relative to expected flood levels and can affect insurance pricing. Ask whether the seller has one.

What’s the property’s history?

Ask about past water in the basement, sump pumps, and any flood-related repairs or mitigation work. Pennsylvania’s seller disclosure form is a good starting point.
